So, scroll mastery states that: "Scroll Mastery: The scrollcrafter has now mastered all they need to create any scroll from the core rulebook, even if they cannot cast the sphere that scroll is from. Scrolls created using this ability do not need to have the spell cast to create the scroll."
If I do not have a sphere or spell slots or anything like that but have 10 ranks of scrollmaking and the applicable read magic/read advanced magic, can I still make scrolls for twice the cost with scroll mastery? I was under the impression I could, but recently heard that was not the case.

It would be a weird situation because that would mean your character has never created a scroll before, including for the 9 levels they had previously. I believe slots being a pre-req is being added to scroll making somehow this off season. But to answer your question, the answer is no. The quoted text in your post is referring to how you do not require that exact spell or even the same sphere, but you still require the pre-reqs of the 9 levels previous.
